Let's keep the faith in democracy.

Roll back of state is sought on the grounds of inefficiency. However, public institutions serves(or are supposed to serve) purpose beyond being efficient or profitable. It is starkly manifested in any public institution. Today, I was at SBI bank. Sitting beside me in front of an official was an elderly women, who broke down while getting updated about her account details. She had 60,000 rupees and her trembling lips could only explain the distressed financial position she is in. I couldn't fully understand what issue she was explaining, but gladly the official listened emphatically and assured her that branch head has been informed. Technology in form of computerized databases and process do not take away from the human side to any organization. Decentralized decision making assume importance that can account for the local contingencies as the bank official was facing.

Public institutions are run on taxpayer's money because citizens collectively decide to uplift other citizens and society as a whole. If efficiency was to be the sole basis, no bank branch would enter into rural areas. My state of Punjab has relatively modern villages and connectivity to Tehsil is strong. So you will find branches of all private banks at Tehsil levels. But, generally, this isn't true for rest of northern India. There is no financial incentive to be in the business in these areas. But government has to enter and serve - because public service is the basis for their existence. Health, Education, Water etc are public goods and the primary responsibility for these services lies with government institutions. Means may be inefficient sometimes, but noble ends justify such means and should motivate us to improve those means. The elderly women communicated her problems to official on the belief that public bodies will treat them as citizens/humans, and not merely as customers. That faith should be kept.
